14, 2004 - Wave Dispersion Technologies, Inc. (WDT) is pleased to
announce it has reached new corporate milestones; receiving its
largest US Government Purchase Order to date for its unique patented
WhisprWave® marine security barrier and breakwater technology.
The contract with the U.S. Coast Guard Integrated Support Command
(USCG
ISC Alameda) in Alameda, California tasks WDT to install a 2400-foot
floating security barrier around the
WHEC Cutter pier at ISC Alameda, with provisions for multiple
opening gates to allow immediate movement of the Cutters as necessary.
The Contract received by WDT on Friday
requires Wave Dispersion Technologies to install the barrier so
as to float on the water creating a visible and unmistakable security
line of demarcation (LOD)
around the Coast Guard Cutters moored at ISC Alameda. The barrier
must withstand a 70-mph sustained wind and simultaneous 3-knot current.
(WhisprWave®'s distinct design and application allow it to withstand
adverse marine conditions and sustained winds of more than 100 MPH.)
The design of the SCIB™ utilizes environmentally
friendly materials chosen for long term reduced maintenance performance
and engineered to withstand forces much greater than the expected
maximum load.. The ability of the WhisprWave® SCIB™ to be easily
upgradeable and retro-fitted with additional security features was
a key element in its choice as the ISC Alameda floating security
barrier. The ISC Alameda barrier also has to be capable of supporting
an interior-mounted oil boom and meet other undisclosed specifications
as required by the Coast Guard

Patents for the WhisprWave®'s unique design and utility, with
an additional 20 patents pending. The WhisprWave® is specifically

announced it has received a purchase order from the United States
Department for the Interior (DOI), Bureau of Reclamation South Central
California Area, for installation of a WhisprWave® Small Craft Intrusion Barrier™ (SCIB™ at Friant Dam in Fresno, California. The
mandate of the Bureau of Reclamation is to manage, develop, and
protect water and related resources in an environmentally and economically
efficient manner. The WhisprWave® Barrier Technology is designed
to address possible breakaway small craft and homeland security
issues made more immediate by the post 9/11 era. Delivery is estimated
for the end of March 2004.
"The Bureau of Reclamation manages
365 dams, and we are confident this is the first of several contracts
and installations using our unique floating barrier," stated

delivered at the end of November in sections, to be installed in

announced today it has received a contract from the United States
Army Corps of Engineers (USACE) for the delivery of two WhisprWave®
Small Craft Intrusion Barrier™s (SCIB™) to be installed at Dams in
separate Illinois' lake locations.
The SCIB™ is designed to demarcate the marine port and/or dam security
zone and impede hostile small crafts from penetrating it. The SCIB™'s
modular construction is engineered to allow its use as a platform
to mount a multitude of security technologies including, warning
signs, surface detection units, anti-intrusion instruments, fibre
optic sensing systems, swimmer detection devices and capture nets
both on the surface and underwater.
One of the specification requirements,
for the USACE contract states that the Barrier must be able to withstand
waves of up to five feet high. WhisprWave®'s SCIB™ design and
application allow it to withstand very large waves and sustained
winds of more than 80 knots. The Whisprwave®'s strength was
recently demonstrated, at Norfolk, Virginia, during Hurricane Isabel,
when the SCIB™ deployed at Naval Amphibious Base Little Creek suffered
no damage from the Hurricane's fury even though it was subjected
to sustained winds of 80 knots and gusts of more than 95 knots.
"We have now received our third contract
for the WhisprWave® floating breakwater and barrier technology
in the past 30 days and expect to close on additional contracts
over the next 60 days. The diversity of the products and the wide
range of applications from erosion control to Homeland Security
are being validated by the range of customers currently purchasing
our products. We are experiencing an especially strong global demand

Barrier Technology Withstands Hurricane Isabel at Virginia Naval

announced today it has received positive reports from a senior official
at the Naval Amphibious Base Little Creek, Norfolk, VA, that the
WhisprWave® Marine Small Craft Intrusion Barrier™ (SCIB™) has
passed the test of Hurricane Isabel. The WhisprWave® Barriers
are specifically designed in a modular format to increase the product's
flexibility and strength for maritime applications. WhisprWave®'s
distinct design and application allow it to withstand storm waves
and sustained winds of more than 80 knots. During the hurricane
the barrier was subjected to sustained winds of 80 MPH with gusts
of up to 100 MPH and parts of the Navel Base were submerged.
The 310 ft WhisprWave® Barrier was
originally installed at the Naval Amphibious Base in Norfolk, Virginia
in 2002. Since installation, there have been no reports of interruption
or maintenance requirements.
In conversation with a senior official
at the base who was responsible for overseeing the installation
of the WhisprWave® barriers, it was reported today to the CEO
Dennis Smith of WhisprWave® "the barriers suffered no damage,
remaining in the original location and required no maintenance as
a result of the hurricane's brutal forces."
CEO Dennis Smith stated "This positive
feedback on the structural integrity of our product and its ability
to pass the test of severe weather conditions in a real environment
will provide strong third party credibility for our Barrier and
Breakwater Technology."

Rozycki Associates, a federal contracts consulting firm, assisted
the Company. The GSA Schedule enables WDT to sell the WhisprWave®
to all U.S. Government agencies worldwide.
The WhisprWave® barriers are specifically
designed in a modular format to increase the product's flexibility
and strength for maritime applications. WhisprWave®‘s
distinct design and application allow it to withstand storm waves
and sustained winds of more than 80 knots.
